Remove `QkDelayUnit_S` and add `Unitful.jl` without automatic unit conversion (#41)

* remove QkDelayUnit_S

* Add minimal Unitful.jl support for delay instruction

* one TOML cleanup, one behavior change in the Unitful extension, and one test that locks in the no-conversion rule

* Update Project.toml

* Update test/test_circuit.jl
