fix TestS3 panic on CH <26.3: set default timeout in resolveConfigPaths

checkObjectStorageIsEmpty only calls env.connect for CH >26.2 (for
blob cleanup), but resolveConfigPaths unconditionally calls
env.ch.Connect.  On older versions env.ch.Config.Timeout stays empty
from NewTestEnvironment, causing time.ParseDuration("") to fail.

Set a fallback timeout and populate host/port from the mapped
container port before connecting.
