* docs: improve discoverability via keywords, tagline, runtimes note

- package.json: add keywords (prng, rng, seeded, deterministic, etc.),
  homepage, and bugs fields so npm search surfaces this package for
  common queries.
- README: add a one-line tagline blockquote under the H1 so the
  search-relevant terms appear above the fold; add a bundle-size
  badge; note explicit runtime support (Node 18+, Bun, Deno, browsers).
