project: unify PyInstaller/AppImage gating via want_pyinstaller

Promote "would this workflow build anything?" to a derived setting so
the Release workflow's `workflow_run` trigger list, the PyPI publish
"Wait for workflows" gate, the templating step that emits the workflow
file, and the post-processing cleanup all share one source of truth.

* `defaults.libsonnet` now exposes `want_pyinstaller` and a refined
  `want_appimage` that fold `[project.scripts]` against the matching
  `include_only` / `exclusions` / per-platform exclusion lists, plus
  the `supported_platforms` and `want_main` / `has_multiple_entry_points`
  conditions that already lived there.
* `release.libsonnet` and `publish-pypi-any.libsonnet` consume the new
  flags directly, so a project whose settings exclude every entry point
  no longer asks the publish gate to wait on workflows that the cleanup
  step is about to delete.
* `templating.py` skips emitting the workflow files entirely when the
  corresponding flag is false; `postprocess.py` deletes any stale copy.

Add `want_pyinstaller` to the `Settings` TypedDict, refresh the
`wiswa-sync` agent description, and simplify the postprocess tests to
exercise the new flag-based contract. The Jsonnet-side truth table is
verified through `yarn qa` and the regen flow per project convention.
