tool: drop GitlabRemoteSettings TypedDict in favour of wiswa-vcs

The companion `wiswa-vcs` package owns the typed view of merged GitLab
remote-settings tables as `wiswa.vcs.typing.RemoteSettings`. Wiswa itself
forwards `Settings['gitlab']` to `wiswa.vcs.gitlab.configure_project`
without reading inside it, so `wiswa.tool.typing` no longer needs its
own `GitlabRemoteSettings` TypedDict.

Re-type `Settings['gitlab']` as `Mapping[str, Any]` and document the
cast path. Update the `Settings` import in `wiswa/tool/main.py` to the
fully qualified `wiswa.tool.typing` path while we are here.
