ci(buf): pass GITHUB_TOKEN to buf-setup-action (#31)

Without a token, the action queries the GitHub releases API
unauthenticated and shares the per-IP 60 req/hr limit with every
other unauthenticated caller on the GitHub-hosted runner pool. That
intermittently 403s before buf lint/format/breaking can run. Using
the workflow's auto-issued GITHUB_TOKEN raises the limit to the
authenticated 1,000 req/hr/repo bucket and keys it to the repo,
not the runner IP.
