feat(settings): expose provisioned in /api/settings + correct openapi schema (#421)

taipan-cli (direct-NVS-flash workflow) wants to read and pre-seed the
bb_cfg "provisioned" u8 key against the canonical schema, but it was
never round-tripped through /api/settings. Surface it as a read-only
bool alongside the other settings.

Also corrects the /api/settings GET openapi schema, which had been
claiming pool_host / pool_port / wallet / worker / pool_pass were
returned and required — those have never been emitted by
build_settings_json; the schema only described an aspirational shape.
Replace with what's actually emitted (hostname, display_en,
ota_skip_check, mdns_en, knot_en, provisioned).

provisioned remains settable only via direct NVS write (taipan-cli
pre-seed via pogo/esptool); HTTP exposure is read-only by design so a
remote caller can't accidentally unprovision a device.
