fix(deps): bump breadboard to v0.38.1 (bb_http chunked-emit race fix); revert sdkconfig core-locking workaround (#420)

PR #418's CONFIG_LWIP_TCPIP_CORE_LOCKING workaround did not fix the
panic on bitaxe-650 (.70) — the new image paniced before mark-valid,
rolled back, and a re-flash + immediate mark-valid put the device into
a boot loop requiring USB recovery to v0.23.0.

The actual fix is in breadboard v0.38.1: bb_http_resp_send_json now
serializes JSON objects/arrays into a single Content-Length response
instead of streaming ~200 lwip_send chunks. That eliminates the
LWIP_ASSERT race in tcpip_send_msg_wait_sem on peer-closed netconns
mid-stream. Falls back to streaming only when cJSON_PrintUnformatted
returns NULL on very large trees.

Reverts the sdkconfig change from #418 since the BB fix supersedes it.
Resolves the bb_http panic class tracked under B1-223.
