fix(webui): block-found banner re-shows after dismissal on page reload (#415)

The dismissed-at timestamp compared client-side receivedAt against
client-side Date.now() at click time. EventSource auto-resumes via
Last-Event-ID across navigations, so the same block.found event is
re-delivered on the next page visit with a fresh receivedAt that's
always newer than the stored dismissedAt — banner reappears.

Track dismissal by payload identity (host|port|share_diff) instead.
Replayed events have the same key and stay hidden; a real second block
find at the same pool has a different share_diff and surfaces normally.
