fix(webui): keep pool_handler snapshot off the heap (#414)

The per-pool stats[] array (832B) was bolted onto pool_snapshot_t in the
TA-413 PR, pushing it from ~1880B to ~2712B and forcing a calloc/free on
every /api/pool request (5s polling). On classic ESP32 the resulting
heap churn fragmented free memory and contributed to a heap_min_ever of
~7KB on esp32-wroom32 under SSE load.

Move stats[] out of the snapshot struct into a local stack array in
pool_handler, emitted via a new emit_pool_stats_json() helper after
build_pool_json(). Snapshot shrinks back to ~1880B (stack-safe), the
per-call heap alloc goes away, and the JSON shape is unchanged.
