fix(ci): revert composer.json PHP constraint to ^8.2

The CI4 shared workflows (phpstan, phpcsfixer, rector) run on PHP 8.2
and cannot be overridden. Keeping ^8.2 in composer.json so those
workflows can install dependencies. PHPUnit matrix already controls
which versions are tested.
