feat: implement ConfigPublisher and fix broken publish docs

`php spark publish:config Courier` was never a real command — CI4 only
provides `php spark publish`, which discovers Publisher classes, and
Courier never defined one. Add ConfigPublisher so the documented
workflow actually works, and correct the README/docs to reference the
real command, the postal Email config override pattern, and CI4's
built-in view-overrides folder instead of a nonexistent publish:views.

Also fixes phpunit.xml.dist's PUBLICPATH, which pointed at a
nonexistent ./public/ folder and silently broke Publisher file
restriction checks for any destination.
