fix: respect parcel-level updateOperator for estate parcels (#464)

* fix: respect parcel-level updateOperator for estate parcels

When a parcel belongs to an estate, the code previously only read
updateOperator from the estate entity, ignoring any LAND-level
updateOperator set directly on the parcel via LANDRegistry.setUpdateOperator().
The parcel-level value now takes precedence as it is more specific.
