feat: add nightly OSV-Scanner vulnerability scan workflow

Adds a nightly GitHub Actions workflow that scans go.mod for known
vulnerabilities using OSV-Scanner, uploads SARIF results to the
Security tab, and auto-creates a PR with dependency fixes.
