fix(end2end-test): de-flake ResendData CurrentTime test

The "Server_ResendData CurrentTime" test was sleeping a fixed
publishingInterval + 10ms before asserting that exactly one
initial-value notification had arrived, which races the first
publish cycle on slow runners (observed AssertionError: expected
0 to equal 1).

Poll for the first notification with a deadline of 3 publish
cycles instead. The monitored item's samplingInterval is
publishingInterval * 10, so no additional sample can arrive
inside this window — the subsequent length === 1 assertion
remains valid.
