notifier: make digestInterval configurable; cover flushDigests and truncate

Add SetDigestInterval(d) so tests can drive a short ticker without waiting
30 seconds. Add TestStart_FlushDigests (20ms interval) to cover the
digestTicker.C path in Start and the flushDigests loop. Add
TestDoSCM_TruncatesLongMessage to cover truncate's >n branch.

notifier.go coverage: Start 100%, truncate 100%, flushDigests 87.5%,
notifier top-level 90.2%.
