fix: skip bootstrap when valid state exists, add --force flag (#955)

The ootstrap subcommand now checks for existing valid state before
performing any provisioning work.  When .current-state points to a
valid generation directory and --force is not set, bootstrap prints
a diagnostic to stderr and exits successfully.  This prevents
docker compose up -d from forcing operators through interactive
Azure device-code authentication on every restart.

A new --force flag (also settable via \SONDE_AZURE_BOOTSTRAP_FORCE\
env var) allows explicit re-provisioning when needed (e.g. credential
rotation).

Specification changes:
- AZC-0201 AC-8,9: early-exit behavior for bootstrap subcommand
- AZC-0407: scoped to forced re-bootstrap (with \--force\)
- AZC-0411 (new): \--force\ flag requirement with acceptance criteria
- Design §4.2: early-exit guard step before provisioning
- T-AZC-0407: updated to use \--force\ for re-bootstrap test
- T-AZC-0419/0420/0421 (new): skip, force-override, and env-var tests
