* fix: persistent display flag and bootstrap sub-phase progress (#943)

Add a persistent flag to ShowModemDisplayMessageRequest (proto field 2)
so callers can keep a message on the modem OLED indefinitely, suppressing
the 60-second restore timer. The device-code login display during Azure
bootstrap now uses persistent = true, preventing the code from
disappearing before the operator finishes authentication.

Additionally, the bootstrap container now emits sub-phase stderr markers
and the Azure companion translates them into modem display updates,
giving the operator granular progress visibility during the multi-minute
deployment.

Gateway changes (GW-0809 amendment):
- show_modem_display_message() accepts persistent: bool param
- admin.proto: bool persistent = 2 added to request message
- New tests T-0815k and T-0815l validate persistent behavior

Azure companion changes (AZC-0202, AZC-0405 amendments):
- Device code display call sets persistent = true
- Stderr watcher detects new markers and updates modem display
- Marker detection moved before buffer trim to prevent truncation

Bootstrap script changes:
- bootstrap.sh: emits __SONDE_AZURE_DEPLOYING_HANDLER__ before
  Function App zip deploy, __SONDE_AZURE_CONFIGURING_ENTRA__ before
  Entra app registration configuration
