ci/publish-dart: retry on transient OIDC failures + treat duplicate-version as success

`dart pub publish --force` resolves credentials via GitHub OIDC.
pub.dev periodically rejects the JWT with "Invalid timestamps"
(clock-skew / issuer cache eviction); v0.4.20 hit it and needed a
manual rerun.

Retry up to 3 attempts with 10s/20s backoff. If pub.dev already
has the version after a failure, treat as success — the prior
attempt's upload landed and the duplicate-version rejection is
the expected response, not a real failure.
