Commit Message

ci: Make formatting and linting reproducible

 - Pin various PyPI modules, use them from inside venv and cache them
 - Pin the actions used

This also merges the type check and format jobs into one as it is the
exact same dependencies being installed twice from the OS

This was prompted by failing to uninstall rich when installing
coveralls as that is now provided by Debian [1]
