vm: lower clone(...) first-class callable natively

PHP 8.5's \`clone(...)\` is a 0-operand first-class callable: returns
a Closure wrapping the clone built-in. Added EvalFirstClassCloneCallable
helper and OP_FIRSTCLASS_CLONE that calls it. The emitter just emits
the opcode — no operand evaluation needed.
