vm: lower inline HTML natively

The text chunks between \`?>\` and \`<?php\` are stored as
runInlineHtml strings, whose Run() just writes the bytes to
ctx.Write(). Added OP_INLINE_HTML which does the same via the
const pool — pure literal output, no AST runner needed.

Drops runInlineHtml from IsStmtAstDelegated and IsSlotSafe's
delegated case list.
