Phase 3: derive the version from git tags

Replace the static `version =` line in dist.ini with [Git::NextVersion]:
the version is now the latest v* tag, incremented. A local or branch
build of a repo at tag v0.700 becomes 0.700+1 = 0.701; release.yml
exports V=<tag without the v> so the released tarball is pinned to the
exact tag.

This removes the post-release "bump dist.ini" chore and the class of
tag/version mismatch bugs entirely -- the git tag is the single source
of truth for the version.

- dist.ini: drop `version =`, add [Git::NextVersion]; declare the
  Dist::Zilla::Plugin::Git::NextVersion develop dependency
- release.yml: drop the now-meaningless tag-vs-dist.ini gate, add a
  step exporting V from the tag name
- linux/macos/windows workflows: fetch-depth: 0 so [Git::NextVersion]
  can see the tags on branch builds
