Phase 3: fix the module abstracts

- With.pm: correct the malformed module name "Parameterized:With"
  (single colon) to "Parameterized::With" in both the # ABSTRACT
  comment and the =head1 NAME section.
- Parameterized.pm and With.pm: drop the redundant module-name
  prefix from the # ABSTRACT comment. Dist::Zilla feeds that text
  straight into the distribution metadata, so it should be the bare
  description, matching Mop.pm and Cookbook.pm.
