feat(builtin): add ReadOnlyArray::search_by

ReadOnlyArray already exposes `search` (by value, requires `Eq`), but
lacked the predicate-based `search_by` that Array and ArrayView both
provide. Add it, delegating through ArrayView::search_by via `self[:]`.
