refactor(bb_update_check): align hook signatures with bb_ota_pull (#248)

The pause hook now returns bool (matching bb_ota_pause_cb_t in
bb_ota_pull); consumers can pass the same mining_pause function to both
APIs without a void-returning wrapper. Resume stays void.

If pause returns false, the fetch is skipped and resume is NOT called,
mirroring the bb_ota_pull contract: the pause owner couldn't actually
suspend the workload, so it'd be wrong to assume it's safe to proceed.

No external consumers yet (set_hooks API landed in #247 a few hours ago);
clean API change.
