feat(bb_update_check): optional pause/resume hooks around manifest fetch (#247)

- add bb_update_check_set_hooks(pause_fn, resume_fn) to bb_update_check.h
- snap hooks under lock in run_one; call pause before and resume after
  bb_http_client_get_stream on both success and failure paths (default
  streaming path and custom-parser buffered path)
- clear hooks in bb_update_check_reset_for_test
- 9 new tests covering order, single-invocation, null-clear, pre-init guard,
  and resume-on-failure for both parser paths
- update CLAUDE.md update-check section with hook rationale (mbedTLS
  transient + dual-core mining workload oom on tdongle-s3 / bitaxe)
