feat(bb_nv): persist hostname alongside wifi credentials (#237)

Adds bb_nv_config_hostname() / bb_nv_config_set_hostname() backed by
NVS key "hostname" (max 32 chars, RFC1123 charset). Mirrors the
existing wifi_ssid persistence pattern.

This is PR-A of the BB Phase 2.8 follow-up: bb_wifi and bb_mdns will
read the hostname directly during early-tier init in PR-B, removing
the chicken-and-egg between consumer NVS reads and BB wifi connect.
