feat(bb_update_check): auto-attach update.available to /api/events (#236)

bb_update_check posts the "update.available" bb_event topic on state
change, but the topic only reaches the /api/events SSE stream if the
consumer calls bb_event_routes_attach("update.available") — ceremony
for no real benefit when both components are enabled. Move the attach
call into bb_update_check's own init, gated by a new
CONFIG_BB_UPDATE_CHECK_AUTO_ATTACH flag (default y, depends on
BB_EVENT_ROUTES_AUTOREGISTER). Establishes the breadboard convention
for future emitting components (ota.progress, mining.share.*).
