chore: pin header-range-parser to 1.1.4

1.1.5 ships a broken dist/index.d.ts: all real type declarations are
placed under an unreachable 'header-range-parser/index' module name,
and the outer 'header-range-parser' module re-exports from a
non-existent 'header-range-parser/src/index' subpath using CJS
'export ='. This is incompatible with the package's actual ESM runtime
and fails under NodeNext module resolution.

Upstream issue to be filed; 1.1.4 has correct ESM-style types.
