chore: bump breadboard to v0.31.0 (#401)

Picks up the bb_ota_pull + bb_ota_push WDT-extend fix that resolves
task_wdt panics during OTA flash phases on consumer-paused boards
(bitaxe-403, tdongle-s3, esp32-wroom32). Verified on .81: OTA push
completed cleanly with no new wdt_resets.

Closes TA-374.
