fix(webui): preserve sub-1 values in fmtDiff so SW miners see their best diff (#400)

fmtDiff() called toFixed(0) for values < 1k, collapsing 0.179 to "0".
SW miners (tdongle) routinely produce sub-1 share diffs, so the Dashboard
best/lifetime diff cell read "0/0" until a share ≥ 1.0 landed. Match
the sub-1 handling already in fmtPoolDiff (toPrecision(2)). Add regression
tests covering 0, 0.179, 0.5, 0.99, 1.
