fix(tests): configure git identity in test fixtures

Git tests that create commits need git user identity configured.
Instead of using environment variables (which only apply to one
subprocess call), configure git identity locally in each repository
using 'git config user.name' and 'git config user.email'.

This fixes CI failures where the runner doesn't have global git identity.

🤖 Implemented together with a coding agent.
