fix: pin transitive ajv to 8.17.1 to avoid spectral codegen crash (#1221)

* fix: override transitive ajv to 8.17.1

ajv@8.20.0 (released recently) introduced a codegen regression that
emits invalid JavaScript when @stoplight/spectral-functions compiles
its alphabetical-function schema, throwing
"SyntaxError: Unexpected token ':'" at require-time.

@stoplight/spectral-core declares `"ajv": "^8.6.2"`, so it dedupes to
the latest available 8.x — currently 8.20.0 — and breaks any
downstream consumer (e.g. @accordproject/concerto-cli@4.0.0 →
concerto-linter@4.x → spectral-core).

Pin transitive ajv to 8.17.1 via npm overrides until spectral or ajv
ships a fix.
