docs(todo): expand Phase 2 follow-up scope -- narrow validate() overrides (#123)

Refine the Phase 2 follow-up entry to make explicit that coupling
strict_legal_basis to Parse(strict => 1, prefetch => $vendor_id)
requires vendor_id, strict_legal_basis, and cmp_validator to be
constructor-only. Per-call overrides on validate/validate_all narrow
to the three purpose-id lists; this is a breaking change and the
roadmap entry now spells out the migration impact (one Validator per
vendor + a parsed-object hand-off for the audit-many-vendors flow).
