docs(roadmap): add Phase 11 -- registry freshness policy and CMP-list hot-reload (#115)

Adds a new HELP-WANTED roadmap phase covering configurable freshness
for both the IAB CMP list and the GVL, plus a hot-reload capability
for CMPValidator. Defaults preserve v0.400 behavior exactly (28-day
warn, never croak); the work is purely about exposing the policy as
constructor arguments and adding url+file fallback semantics to enable
parameterless reload().

Also adds a one-line cross-reference under Phase 7 so the GVL loader,
when implemented, honors the same freshness contract.

CLI surface for these knobs is intentionally deferred to Phase 9
(CLI Configuration Loading).

No code changes. Tracked under issue to follow.
