style(bb_event): hoist mid-file bb_registry include (B1-191) (#227)

The auto-register block had its own #include "bb_registry.h" deep
in the file. Moved to the top with the other includes; the
CONFIG_BB_EVENT_AUTOREGISTER conditional already gates the
registration macro emission.

Resolves B1-191.
