docs: add Google-style docstrings, CLI help text, and CONTRIBUTING.md

Add module-level docstrings to 9 modules, Google-style docstrings to key
public methods (Rut.__init__, Rut.formatear, ValidadorRut, ProcesadorLotesRut,
FormateadorJSON, aplicar_formato), CLI --help text for formatear and enmascarar
subcommands, and a comprehensive CONTRIBUTING.md guide. All documentation is
in Spanish following project conventions.
