vm: emit Undefined-variable warning on ++/-- of unset locals

incDecLocal was silently treating an unset slot as null and
proceeding to DoInc, so \`\$undef++\` produced 1 with no warning.
The AST's runVariable.Run emits an "Undefined variable" notice
in this case (not suppressed because runOperator's T_INC opD
doesn't set write=true).

Fixes bug63206 (error_handler stacking driven by the warning),
and any other test that depends on the warning firing.
