Add configurable Space task concurrency (#1889)

* feat: add configurable space task concurrency

Persist per-space task concurrency limits and enforce them when scheduling standalone and workflow-backed work so queued tasks respect available slots and priority.

* fix: address space concurrency review feedback

* test: fix space runtime concurrency expectations

* feat: add concurrent task limit UI to space settings and overview

* fix: enforce concurrency cap in blocked-run recovery and harden migration

- Add slot availability check in attemptBlockedRunRecovery so blocked
  runs don't bypass the concurrency limit when retrying
- Guard migration 129 with json_valid() to handle malformed JSON config
- Reject fractional legacy config values (only accept integer type)
- Use onChange instead of onInput for overview concurrency slider to
  prevent stale-write race during rapid drag
