vm: wrap string-offset write errors as throwable

ZStringArray.OffsetSet returns errors.New for cases like
\"Cannot assign an empty string to a string offset\" — the AST's
compile-array.go wraps these as phpobj.ThrowError before
surfacing. The VM's arraySetLocal was returning the raw error,
which the dispatcher treats as fatal instead of throwable.

Wrap non-PhpError errors from the ZString-offset write path so
try/catch can handle them the way the AST does.
