project: add nuget detection, dotnet archive build, github dist upload

Add NuGet.org heuristic version detection (both `parse_url` and
`<remote-id type="nuget">` metadata) and a `-nuget.tar.xz` vendor
archive build for .NET ebuilds populated by `dotnet restore --packages`,
opted into via the new `dotnet_packages` livecheck.json key.

Add a shared GitHub Releases upload path used by every vendor-archive
ecosystem (composer, gomodule, maven, nodejs, dotnet). When the new
`--dist-github-repository` and `--dist-github-release` flags (or their
per-package `livecheck.json` overrides) are configured, the produced
archive is uploaded as a release asset. A missing release is created as
a draft and the user is warned to publish it. Same-named existing
assets are deleted and replaced; if `--dist-force-upload` is not
passed, the rebuild is skipped entirely when the asset already exists.

Wrap the dotnet update and archive build in error recovery so that
`NoNugetsFound`, `NoNugetsEnding`, or other failures roll back the
renamed ebuild instead of leaving it broken on disk.

Document the new heuristic, config keys, CLI flags, and the
immutable-releases caveat in `README.md`.
