chore: repo hygiene — drop tracked runtime artefacts, relocate design docs (#33)

Three independent hygiene fixes bundled:

- notebooks/_*_runs/: delete 34 tracked pyiron_workflow job-data pickles
  that regenerate on every notebook run (inadvertently committed in PR #30).

- repo-root debris: delete empty __init__.py (0 bytes; actual package is
  pyiron_workflow_atomistics/) and github_dev.code-workspace (personal
  VS Code config that belongs in user IDE settings, not the shared repo).

- docs/superpowers/ → docs/design/: relocate the cleanup spec and plan
  to a more discoverable location and add a docs/design/README.md index
  describing the spec/plan layout convention.

- .gitignore: add notebooks/_*_runs/, notebooks/_fm_*/, notebooks/get_*/,
  notebooks/recovery.*, *.code-workspace patterns so this kind of
  garbage stops sneaking into commits.

Net: -36 tracked files, +6 lines .gitignore, plus the design-doc
relocation and one one-line black reformat in test_surface.py to satisfy CI.
