fix(deps): override @electron/rebuild to ^4.0.4 to drop exotic git subdep

Forge 7.x transitively pins @electron/rebuild@3.7.2, which declares @electron/node-gyp via a git tarball. pnpm's blockExoticSubdeps (default in pnpm 11) refuses non-registry subdependencies, so Renovate's pnpm install aborts with ERR_PNPM_EXOTIC_SUBDEP.

Bumps all transitive uses (forge core/core-utils/packager) to @electron/rebuild@^4.0.4, which uses node-gyp@12 from npm and also drops the deprecated tar@6 chain.
