chore(deps): refresh lockfiles, bump rich and policy-reporter

- uv lock --upgrade: certifi, click, idna, pydantic, pydantic-core,
  markdown-it-py, requests, typer, urllib3, ruff, coverage, etc.
  (all minor/patch within current constraints).
- pyproject.toml: relax rich constraint from <14.0.0 to <16.0.0
  and bump lockfile to rich 15.0.0. Tests pass.
- cargo update: bump compatible Rust deps including kube 3.0 → 3.1,
  tracing-subscriber, tower-http, tonic, etc. Build, clippy, and
  unit tests all pass.
- Chart.yaml: bump policy-reporter subchart 2.22.4 → 3.7.4 (the
  subchart is opt-in via policy-reporter.enabled=false by default
  and the values keys we use — enabled, ui.enabled — are unchanged).
- .github/dependabot.yml: replace pip /operator with cargo /operator.
  The Python operator was removed in v0.7.0 (#317); dependabot has
  been silently failing on that block ever since.
