docs: compliance annotations guide and example NetworkAssertions

Adds a docs page explaining the netchecks.io/{controls,description,severity}
annotations and 3 example NetworkAssertions (PCI-DSS v4.0 CDE isolation,
CIS Kubernetes Benchmark default-deny). The existing soc2-boundary-protection
example already on main is referenced from the docs.

The Compliance Annotations page is the technical companion to the existing
Compliance product page; both are linked from the User Guide nav and the
Architecture Guide.
