feat #396 warn when restoring older / unknown configuration schema (#403)

Introduce CONFIG_SCHEMA_VERSION (int, currently 1), stamp it into the
configuration _header on export, and emit a UserWarning during restore()
and simulator_from_config() when the file's schema version is missing,
non-integer, older, or newer than supported.  Warn-and-proceed: never
raises.  Re-export legacy fixture YAMLs to carry the new field.
