ci: split release flow into manual dispatch + Dependabot auto-patch (#61)

Adds workflow_dispatch with a bump_type input (patch|minor|major) so
human releases are now opt-in from the Actions UI. The workflow_run
auto path is gated on the head commit author being dependabot[bot],
so dependency-bump merges still produce automatic patch releases
while regular human merges no longer trigger a release.

Both paths share the same bump -> commit -> publish -> GitHub release
sequence, keeping pyproject.toml, the vX.Y.Z tag, and the PyPI version
in lockstep. The [skip release] commit-message override is preserved
on the auto path as a Dependabot-specific escape hatch.
