security: patch urllib3, requests, pytest by bumping Python min to 3.13 (#60)

Resolves 3 Dependabot alerts (urllib3 GHSA HIGH, requests/pytest MEDIUM)
that were blocked because their patched versions require Python >=3.10.
Drops Python 3.9-3.12 support (3.9 EOL Oct 2025) and refreshes the CI
matrix to test 3.13 and 3.14.

- urllib3 2.6.3 -> 2.7.0 (decompression-bomb safeguard bypass)
- requests 2.32.5 -> 2.33.1 (insecure temp-file reuse in extract_zipped_paths)
- pytest 7.4.4 -> 9.0.3 (vulnerable tmpdir handling)
