refactor(frontend): migrate pageState out of Reflux DEV-2048 (#6981)

### 💭 Notes

Initially though we can move `pageState.store` out of Reflux in some
meaningful way, but working on it I realised it is better to make it
obsolete by migrating bigModal parts. Since I already did work on it I
feel we can commit it to have one less Reflux usage :shrug:

Changes here:
- Removed drawer handling from Reflux code to simpler hook in app.jsx
- changed modalHelpers (renderBackButton exported function) into a
simpler `ModalBackButton` component
- `pageState.store` is now Reflux-free by changing it into vanilla code

### 👀 Preview steps

1. Have an account and a template in Library
2. Change browser window to narrow (enough to see mobile menu)
3. Ensure mobile menu toggle works
4. Click "NEW" button
5. Choose "Use a template" option
6. Choose a template and click "Next"
7. Click "Create project"
8. 🟢 Notice all above worked
9. In the created project on "Form" tab choose "Manage <globe icon>"

10. 🟢 Notice "Manage Languages" modal
11. Define two languages
12. For one of the languages click <globe cog icon> "Update translatios"
button

14. Click "Back"
